Book Review: Measurable Goals Create Real Change
Summary: 5 Stars
This is a well-written book on practical policies to solve problems. Although written from a decidedly conservative viewpoint, it presents a truth that would apply to any attempts at governing (or managing) better - when you decide upon a policy or strategy of enforcement, begin with a measurable goal in mind, and undergo periodic reviews of your "metrics" (Gingrich wonkily loves this word) to make sure what you are doing is working. If it's not, try something else.
Gingrich's description of the change that Mayor Guiliani's Administration brought to law enforcement in New York City in the 1990's was a great example. I can remember how awful and scary it was to go to New York, even midtown Manhattan, back in the bad old days of Abe Beame or David Dinkins. Guiliani's approach, though, took politics out of the problem. Instead, they realized that they were mismatching resources in the police department - the detectives who handled the most serious crimes had day jobs with the weekends off - the criminals worked mostly at night and on weekends! Isn't that classic! By managing for results - lowering the incidence of crime, and applying more resources directly to the problem - getting police into the high crime areas at the times they usually would occur, and getting the career criminal off the streets, Guiliani's Administration made New York City safer, for both residents and visitors. This is just one example of the "out of the box" thinking about important societal problems that politicians usually don't get. Great book!
