From the supplier: John Raymond McCarl saved the government more than a half-billion dollars while serving as director of the General Accounting Office (GAO) from 1921 to 1936. The GAO has continued to operate independently. However, fiscal responsibility is only one argument for limited government oversight. Federal management also destroys local leadership, responsibility and citizenship.
